$3,000 Expansion Cap For 403b's? Trying to figure out a maximum allowable contribution

Hey Guys,
I'm trying to help a client figure out what her maximum allowable contribution limit is for 2006. She has a lump sum of unused sick pay and we're trying to defer the legal maximum into the plan. I know $20,000 is the cap, but what are the rules for the $3,000 expansion cap? Because the sick days aren't coded as an employer contribution, I' m certain her max would be (including the expasion cap) $23,000 rather than $44,000. She's a teacher on Long Island.
